[114] A study on the Comprehensive Public-Private Partnerships in Construction and Management of Public Facilities

Recently, local authorities in Japan have been required to secure costs for the maintenance and renewal of public facilities under the limited financial resources. Even several newly constructed buildings and management of public facilities are operated under the Public-Private-Partnerships (PPP), neighboring facilities with different uses are separately managed. Under this circumstance, the financially effective way, such as comprehensive approach of PPP should be considered to solve the issue. The purpose of this study is to clarify the method of construction and management of city parks and neighboring public facilities in order to reduce the financial burden. As a result, we found that comprehensive PPP is effectively worked in reducing the financial burden. However, we should carefully consider the type of target facilities and the PPP method.
