This study examines sustainable Land Use Management Methods Out of City Planning Area from two viewpoints. The first viewpoint is the examination of Land Use Management Methods established by municipalities that describe Out of City Planning Area land use conversion in Municipal Urban Master Plan. The second viewpoint is the actual condition of municipalities which has Land Use Management Methods Out of City Planning Area. In this study, we clarify the followings. The method of expanding City Planning Area is not the best method, and a method that can specify a limited location is necessary. In addition, it is desirable to use a method that can flexibly specify the restrictions. Furthermore, there are needs for the mechanism to support residents who play the leading role in Land Use Management by municipalities. In order to achieve the above contents, it is necessary to make good use of Municipal Urban Master Plan and change the consciousness of municipalities.
