In the cities that have multiple urban centers, the issue is which urban center should have the majority of functions. In this study, we investigated the number of urban centers in regional central cities, the change in the number of business establishments by Industry classification, and the guidance measures taken by planning and local governments. As a result, we found that in many cities, functions are becoming assimilated. It was also found that although the direction of function sharing differed from city to city, local governments were guiding functions while planning and consultation in large-scale development were under way.
