[17] Optimal location of pedestrian streets based on a multimodal equilibrium assignment model

In this study, we propose a method to optimally design a pedestrian street network explicitly considering the influence on the vehicular congestion. First, based on a multimodal network that integrates vehicular and pedestrian networks, an traffic equilibrium assignment model is developed. Based on the traffic flow prediction by the multimodal equilibrium assignment model, we formulate a bi-level optimization problem that determines which combination of streets should be pedestrianized. This bi-level network design problem is applied to the city center network of Kawagoe City, where the complexity of vehicular and pedestrian flows is observed and considered problematic in the main tourist street. Our model finds the optimal patterns of the pedestrian street network to achieve different policy objectives.
