Since the 2000s there have been cases in Seoul of preserving large-scale buried cultural heritages and old street during the redevelopment of. downtown areas. In the early phases, the Seoul Metropolitan Government forced to recommend the private sector to preserve without providing any special incentives to redevelopment projects owners. However, as the number of cases gradually accumulated, it was confirmed that it was developing into a system that actively preserves and provides incentives. Especially, redevelopment projects in Cheongjin and Gonpyeong area, where the urban fabric created since Joseon Dynasty buried underneath, were good illustrations to understand the paradigm shift of the local government in preserving the historicity of old Seoul.
