Sakuragawa City in Ibaraki Prefecture has introduced its own land use planning system and land use coordination method by combining the district planning system and the basic land use ordinance. This paper presents an overview of the policy formation process for the establishment of an original land use planning system and land use coordination method in Sakuragawa City, Ibaraki Prefecture, in which the author was actually involved.
