[S3.2] Thermodynamic re-assessment of the Cr-Mn and Cr-Mn-Co systems

This assessment was focused on adjusting the thermodynamic parameter of σ phase in the Cr-Mn binary system in order to better describe the phase equilibrium including σ phase in the ternary system.
