[HCG27-09] Citizen-led environmental governance

This study employed an experimental approach to propose methods for dialogue among citizens and between citizens and experts. Using random-sampling-based citizen dialogue, the aim was to nurture citizenship for better environmental governance while properly handling emotions/value systems and reasoning. A dialogue was held in a Japanese city regarding radioactive waste disposal and involved expert participation. Three methods of citizen dialogue are proposed: facilitating a productive manner of dialogue, evidence-based presentations by experts with differing views, and expert reflection in tandem with citizens engaged in dialogue. Positive attitudes toward dialogue with others holding different views were enhanced via participation.
