Research and countermeasures on the occurrence and countermeasures of people who have difficulty coming home at the time of large-scale disasters are progressing. However, while there is a possibility of occurrence of a large-scale disaster, in areas where the frequency is low (the area where low-frequency and high-intensity disasters occur), preparations and countermeasures have not progressed sufficiently. Although response to the person who is difficult to return home is progressing, sufficient consideration has not been made on "the influence on the requisite guardian" which accompanies it. When the Great East Japan Earthquake occurred, unexpected nursery care and accommodation occurred in many nursery schools and schools in the affected areas. Beforehand, it is necessary for the garden side to prepare a plan for securing personnel related to nursing care at the time of disaster occurrence, and to reserve corresponding stockpiles etc. On the other hand, for parents, we recognize the difficulty in picking up under unusual circumstances, and in cases such as public service, infrastructure work, etc. where business will be difficult to pick up in the event of a disaster, It is necessary to share and share more realistic preparations.

Therefore, in this study, direct-type earthquakes due to active faults (Morimoto Fogashi fault zone), which is a low-frequency and high-intensity disaster, are assumed with high probability, but in recent years there is a high probability that Kanazawa city, Ishikawa prefecture A questionnaire survey was conducted on the surroundings, for parents using the nursery school and the garden. Among them, we investigated the recognition (occurrence probability, seismic intensity, etc.) for active fault earthquakes and how we assumed disaster situation, and we are investigating the recognition about difficulty of pickup.

As a result, both the garden and guardians highlighted that knowledge and perception of the active fault earthquakes themselves were not sufficient, and it became clear that the perception of "there is difficulty in picking up" is low itself.

In the garden, it is not enough to grasp the attribute of the guardian, it is extremely difficult to pick you up due to limitations on the job and the situation of the disaster, how much need for day-care childcare and emergency day care over several days can occur A situation that can not be recalled was recognized. Regarding the guardian side, even for parents who have a certain degree of awareness about the disaster hypothetical circumstances in the vicinity of their home, recognition is also made regarding the damage situation in the vicinity of the garden and on the route connecting the home, the workplace, and the park There was a problem in recognition including the spatial nature of disasters, such as not having the ability to grasp the difficulty of picking up the situation was highlighted.
