In this paper, I will clarify the location of the tsunami evacuation shelter and trends of various planning formulation after the Great East Japan Earthquake, taking the case of the tsunami countermeasure in Hamamatsu City, Shizuoka prefecture. In addition, I will take the theme "Tsunami evacuation" as a theme even in the tsunami countermeasures.
