The present paper is assigned in the session M-GI29 which is the tutorial and introductory session prior to the JpGU-AGU Great Debate of this year focusing on "Role of Open Data and Open Science in Geoscience". "Open Data" and "Open Science" in earth and planetary sciences (geosciences) are becoming hot topics not only in the international science policy, science admnistration and academic publisher arena, but also in the earth & planetary science communities and related professional societies/unions. The author argues topdown and bottomup approaches in Japan, as an attempt to find the optimized solution for the JpGU community and related research institutions and stakeholders toward the "open data"/"open science" involving research data sharing. This will also be benfitial for researchers/scientists, research institutions, funding agencies/governments, and citizens or general society; thus trustworthiness between science and the society.
