[HDS14-09] A future direction of remedial measures for sediment disaster reduction from the viewpoint of enhancing a workable early warning system

Due to “Heavy rain of July 2018”, more than 2500 sediment disasters occurred mainly in the western part of Japan. The number is equivalent to approximately 2.3 times of the annual average. Why were such a lot of people killed in this disaster, despite various measures for precaution?
The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) established a committee in order to take remedial measures for sediment disaster reduction from the view point of enhancing a workable early warning system, after not only revealing the facts on cause of the disaster but reviewing our measure have been taken.
With understanding that the lack of residents’ awareness of sediment disaster risk may be a major cause of this disaster, on the other hand, mutual assistance plan among local community may work well for evacuation at the sites with no victim, the committee proposed the MLIT to;
Build the early warning system nationwide based on a community mutual assistance plan for evacuation,Get residents to aware of their risk on sediment disasters,Enhance the national and prefectural support system to build the capacity of municipalities and residents,Improve the accuracy of sediment disaster alert to encourage residents at risk to evacuate precautionary,Build disaster-prevention facilities such as debris basins to reduce evacuation risk and to prevent crucial infrastructures from debris flows as well as sediment-rich flood, with the object of climate change adaptation.As a remedial measures for sediment disaster reduction from the viewpoint of enhancing a workable early warning system.
