This presentation discusses Incident Response Protocols (IRPs) for geological CO2 storage in Japan. The IRPs are a set of procedures for a CO2 storage operator in cases when an incident occurs with a potential to delay or cease CO2 storage operation. This kind of protocol therefore contributes to securing the safety and security of the CO2 storage operation and to improving public perception of the storage project.
We reviewed related laws, project documents and papers in Japan and other counties and then developed a framework of the IRP for geological CO2 storage in Japan. For the framework, we determined incident levels, selected incidents which may be of strong interest to local stakeholders and determined procedures for the selected incident from the viewpoint not only of technical aspects but also of social aspects. The levels and procedures were settled in line with the requirements stipulated by the marine pollution protection act, which regulates offshore geological CO2 storage in Japan.
