Keywords:master plan, water resources management

The master plan of water resources management is high-level plans for guiding promotion of regional water resources plans and case engineering. The study assesses the present availability, withdrawals, losses and uses of the water resources; formulate alternative development scenarios for water resources and demand/use at various planning horizons; perform the balancing of resources versus demands for the recent past as well as for the alternative development options and Identify technical and operational options in order to bridge the gap between resources and demands. The purpose is fulfill the water demand of target year of 2041. In order to resolve problem of industrial use water growth, population urbanization, reservoir siltation, lower percentage of actual meter readings, groundwater over-pumping, and serious river dust, the study proposing short-term, mid-term and long-term plans based on four strategies, “exploiting new water sources”, “saving water sources”, “allocating water resources “, and “Backup”, and feasibility and urgency of plans.
