[MGI36-07] Looking back on World Data System and WDS International Programme Office in the last decade from Japan

In this paper we intend to review and looking back on activity, side-effects and its influences of the academic data enterprise established by the world biggest academic entity ICSU or International Council for Science, which was merged with ISSC (Intl. Social Science Council) to start ISC Intl. Science Council 2018. Foundation of "World Data System" or WDS, and WDS International Programme Office was agreed by ICSU General Assembly2008, and they have made an international open call for a host institute of WDS's international programme office (WDS-IPO) in 2010, and then Science Council of Japan actively worked with NICT (National Institute of Information and Communications Technology) as well as Ministry of Communications and Internal Affairs of Japanese Government to make the NICT's proposal successful. The NICT won the call and ICSU and NICT have started WDS-IPO at NICT 2011. Since then there has been various kind of domestic and international discussions on data science, open data, change of how scientific data must be managed in scientific institutions and societies. The intention of this paper is to pick up several topics of new stream of Open Science and a changing global landscape of research data in science, science-technology policy, government strategy and implementation, where Japan has been influenced and been benefited from hosting WDS-IPO for the nearly 10 years.
