[HDS09-12] Problems of the revival city planning on Okuma Town, Fukushima Prefecture.

Okuma Town, Fukushima Prefecture is the town where Fukushima Daiichi Nuclear Power Plant was located and, by the accident, has been forced to long-term refuge. The Ogawara and Nakayashiki district, which place the west area of the town, evacuation directive was canceled in April, 2019, and the return was started. As for the population at the time of the earthquake disaster of Okuma Town, as for the resident registration population of the town was in 11,505 people, and in 10,155 people, January, 2022. But only 285 people live in the town.
Okuma Town established the revival base in the Ogawara district where relatively had low radiation and maintain the public accommodation such as government offices. However, this district was an agriculture area and approximately 3km away from the former center of the town.
On the other hand, in the former center of the town, maintenance is pushed forward as "a specific revival base", and an evacuation directive is going to be canceled in the spring of 2022. Because about half of population of the town was concentrated in the specific revival base before the earthquake disaster, it is thought that the potential of the development is big.
However, according to the inhabitants questionnaire, the return hope of inhabitants remains in around 12%. When the inhabitants of approximately 60% do not come back, I reply it, and a large population decline will be expected in future. In addition, there is much return inhabitants which they cannot decide about the return district that is concrete although consciousness that most want to come back to the place where there was former home is strong. Medical institution and commercial facilities, and nursing facility are necessary for the return. However, the maintenance does not yet begin any place other than the Ogawara district. Therefore many people reserve a judgment.
But Okuma Town started the maintenance of public institutions in the Ogawara district. It is thought that this correspondence has a big influence for the future town. Only around 4% of the population of the town lived in the Ogawara district before the earthquake disaster. To develop this district disagrees with the demand of inhabitants to "want to come back to the place where there was original home". If the maintenance of the specific revival base advances, inhabitants in hope of the residence to that place will increase. However, it is thought that it is difficult to locate the institution which is necessary for both sides of the Ogawara district and the specific revival base while population decreases greatly. Distance of both is only 3km, but it will become difficult to maintain two loops in the town where aim population of 2027 becomes approximately 4,000 people. In addition, it may affect the return of inhabitants of the class in the generation to have a child that a school is built in the Ogawara district which expected that population decreases.
