[MIS01-P06] Supporting adaptation strategies through web portal "Climate".

On-going and projected regional consequences of the global climate change summarized in the 6 IPCC AR required from governing bodies a scientifically based adaptation measure. To elaborate relevant adaptation strategies decision makers should have at hand understandable data quantitatively describing current and possible in future climate change impact on economy and population wellbeing. One of ways to provide decision makers with information required for elaboration of the regional adaptation strategies is currently realized in the information-computational Web-GIS "Climate" (http://climate.scert.ru/). The bilingual (Russian and English) system is aimed at monitoring of ongoing and future climate changes manifestation in Siberia on the base of analysis a large set of geophysical data including climate and weather models outputs and meteorological station data. “Climate” provides processing and analysis of sets of geo-referenced climatic and meteorological data to study of climatic and environmental changes. It gives online access to analytic and visualization tools and is used to develop applications by distributed research teams, to run research based on these applications, and to organize professional training of students and graduate students. It provides access to four categories of users: researchers, students, common public and decision-makers.
In line with Russian Federation policy and the adopted “Recommendations on climate risk assessment and ranking of adaptation measures” a “Climate change and adaptation” section of the “Climate” system (http://climate.scert.ru/adaptation/) was tailored to meet the needs of regional stakeholders. It presents calculated fields of anomalies of meteorological characteristics, climatic indices and various hydrothermal coefficients, obtained using web-GIS on the base of ERA5, CMIP6 and meteorological stations data. These characteristics show how temperature and precipitation vary from year to year on the territory of Siberia (50-65°N, 60-120°E). The following characteristics of current and projected climatic changes are presented: anomalies of meteorological characteristics, climatic indices, hydrothermal coefficients and climate vulnerability index. This section also contains a set of maps for each decade, as well as for the warm and cold seasons separately to give decision-makers underpinning information for the development of adaptation strategies. Maps of weather and climate risks in the cultivation of grains are presented as a decision-support measure in the agricultural sector. It also contains spatial and temporal climate vulnerability maps for the territory of Siberia which describe the degree to which natural, built, and human systems are at risk of exposure to climate change impacts. Additionally, to the downloadable maps there is an open archive of the relevant files in typical for users formats (http://climate.scert.ru/Environment/data/archive/).
Currently regions of Russia are developing plans for the adaptation of various types of economic activity to climate change, with the definition of priority measures based on an assessment of existing and foreseeing climate risks. The plans should contain operational and long-term adaptation measures in the transport sector, fuel and energy complex, construction and housing and utilities, agriculture and fishing, nature management, healthcare, Arctic zone, civil defense and emergency situations, industrial complex and foreign trade, as well as in the area of ensuring sanitary and epidemiological well-being of the population. The plans will be used to transform the region into a climate-resilient one. The web-GIS "Climate" is further developed to provide information required to meet these needs
