[O04-02] Creating a Disaster-Resilient Society: A City Planning Perspective

Cities are exposed to a variety of risks, such as severe weather disasters caused by climate change, nuclear accidents, and global risks in urban spaces, including new infectious diseases. In addition, Japan is facing a variety of urban problems due to the rapid population decline, and urban policies are needed to avoid or mitigate risks to urban management.

In order to build a society that is resilient to disasters, it is important to skillfully combine the creation of "sustainable urban space" and the "wise use of space". The former requires the development of a resilient urban space as well as the comprehensive management of various elements surrounding the city. For example, basin flood control requires comprehensive coordination from mountainous areas to river basins including agricultural lands, and from upstream cities to downstream cities. The latter is to build a social system that wisely shares urban space with a high level of safety. Integration of physical and cyber space is also important for this purpose.

Here, "compact city" will be introduced as a sustainable urban model, and urban policies for its construction will be discussed. In addition, disaster prevention measures for cities and wise use of cyberspace will be explained.
