[STT41-P07] Introduction of EEW seismographs for Shinkansen based on international standards (IEC-61000, 62236)

1. Introduction
Railways which are including high-speed trains, are an important social infrastructure. Since it has the function to stop the Shinkansen, which is infrastructure, in the event of an earthquake, it is required to be highly reliable like other Shinkansen equipment. Here, we summarize the significance of conforming seismographs to international standards, the status of their introduction to the Shinkansen, and their effects.

2. Background
Shinkansen seismographs have been used since the operating of the Shinkansen for the purpose of protecting high-speed railways from earthquakes. The seismograph currently in use was developed by Railway Technical Research Institute and was introduced to the Shinkansen from 2004.
Electromagnetic waves are one of the factors that affect seismograph operation. As a result of examining measures to reduce the risk of failure of the seismograph due to electromagnetic waves around the seismograph, we concluded that it is desirable to conduct an EMC test.
Therefore, in 2010, we formulated specifications for implementing EMC tests for seismographs used in Shinkansen that conform to international standards. At present, Shinkansen seismographs are manufactured based on the EMC test specifications1) formulated by Railway Technical Research Institute2).

3. Effect of introduction to Shinkansen
12 years after the formulation of the EMC specifications, all Shinkansen seismographs will be replaced with EMC test-compliant devices in March 2023. Since we have not received any reports of failures such as seismograph malfunctions, including those caused by electromagnetic waves, it is considered that the seismographs were designed and manufactured appropriately in accordance with the established EMC specifications.

4. Conclusion
Seismographs have been used for earthquake countermeasures on railways in Japan since 1950’s. The EMC specifications is a highly versatile technique for improving the reliability of seismographs. In the future, we would like to approach the seismograph field that controls infrastructure to adopt it, aiming to improve the reliability and reduce the cost of seismographs.
