[AHW18-12] Study on the Water Quality, Water Quantity, and Ecological Environment of the Hsin-Dian River in Taiwan

The Hsin-Dian River, located in northern Taiwan, is one of the three major tributaries of the Tamsui River and is also a key focus of water quality improvement efforts by the Taipei City Government. This study focuses on the main section of the Hsin-Dian River to explore issues related to water quality, water quantity, and ecological environment. The analysis of historical monitoring data indicates that the monitoring stations at the Xiulang Bridge show minimal to slight pollution levels, while the Zhongzheng Bridge station exhibits mild pollution, and the Huazhong and Huajiang Bridges stations show moderate pollution levels, with ammonia nitrogen and dissolved oxygen being key pollutants. Currently, there are two flow measurement stations, Xiulang and Quchi, along the main stream, with average annual flow rates over the past 30 years recorded at 52.1 cms and 69.5 cms respectively. However, there are significant differences in flow rates between wet and dry seasons, which may affect the water quality and aquatic ecosystem of the water body. In the ecological base flow assessment of this study, the Hsin-Dian River is divided into three segments based on the flow measurement stations along the main stream. It is recommended that ecological base flow rates of 18.6 cms, 5.9 cms, and 9.5 cms be adopted for these respective segments to maintain the stability of the Hsin-Dian River's riverine ecological environment.
