When the Mt. Fuji Sabo Office of the Ministry of Land, Infrastructure, Transport and Tourism is overviewed, various subjects exist as objects of disaster prevention education from the viewpoint of volcanic eruption disasters and sediment disasters, such as local residents, mountaineers and tourists. Consideration should be given according to the characteristics of the target person so that an effective education approach can be made instead of enlightening all the target person uniformly. For this reason, studies are being conducted on methods that enable employees in the standpoint where disaster prevention education is implemented to learn themselves and to implement effective methods of disaster prevention education within a limited amount of time and costs.
2.Purpose and Necessity of Disaster Prevention Education Manual for the Mt. Fuji Sabo Office Personnel
Improvement of the Disaster Prevention Education Manual for office staff aims to improve the guidance power of office staff in disaster prevention education, and to improve the ripple effect and implementation effect to the whole disaster prevention education. In order to improve the effectiveness of disaster prevention education on volcanic and sediment disaster prevention and erosion control projects by the Mt. Fuji Sabo office staff, an improvement plan for disaster prevention education manual for staff members was examined.
3.Category Classification for Manual Creation
Based on the tendency of disaster prevention education which the Mt. Fuji Sabo Office had carried out until now, this paper selects the following 4 cases of disaster prevention education events, and examines the preparation of disaster prevention education manual for office staff.
(1)Field study meeting (field tour): Targeting volcanic disasters, volcanic erosion control, sediment-related disasters (debris flow); for the general public.
(2)Field study meeting (field tour): Sediment-related disasters (landslides); for the general public.
(3)On-site lectures (disaster prevention education by school): volcanic eruptions and sediment disasters in general; for elementary and junior high school students.
(4)Disaster Prevention Project Explanatory Exhibition: volcanic eruption disaster, sediment disaster in general; Targeting the general public.
4.Structure of Disaster Prevention Education Manual for the Mt. Fuji Office Personnel
The composition of the disaster prevention education manual for the office staff is composed of 2 parts of this edition and the appendix edition for the convenience of the handling. This paper explains basic matters related to planning preparation and operation such as purpose of disaster prevention education event, flow of event, teaching materials to be used, etc.. The Appendix includes explanations of the teaching materials used for disaster prevention education and the operation and handling methods of the tools, etc. as materials which supplement the contents attached to this edition. And, this paper examines the preparation of distribution materials (pamphlet) for easy detailed explanation and outline explanation of handling.
5.Review and improve manuals for office staff
It is important that manuals for office staff should be continually reviewed and improved to make them more effective. Continuous renewal planning and implementation will be attempted with the aim of improving the effectiveness of manuals through operation in accordance with PDCA cycle to review and improve the content.
