When developing educational dissemination tools, the things that are developed reflect not only the viewpoints of experts in the content that is desired to be disseminated, but also the viewpoints of experts in the development tool. When actually using a tool, the expertise of the user of the tool should also be considered. In research on the development of educational dissemination tools, experts in the content that is desired to be disseminated are often considered, so there are few considerations that include the perspective of the developing tools and the expertise of the users. In a project to develop a board game based on star formation that began in 2023, the team is consciously recording the development process from the initial stages of the project so that it can be analyzed without missing a variety of perspectives. As an example, we will take the trial session held at the Astronomical Society of Japan annual meeting venue in October 2023. The trial participants here were astronomy experts and researchers, and there was a possibility that they had different points of interest than people who were simply interested in astronomy and space, but they did not have the opportunity to actually study the observation time and research in the game. The elements of the research process incorporated into the game, such as acquiring costs, were attracting attention. While this is a point of particular attention to researchers, it can also be considered as a unique feature of the game, and has become a key point in subsequent development.
