We propose an idea of satellite mission to contribute a shift from space utilization to space industry through global precipitation observation from space. To realize the idea, we propose an application to precipitation observation using a small synthetic aperture radar (SAR) satellite constellation. Here, we discuss a feasibility of small SAR satellite observations for the precipitation measurement and its tasks (e.g. utilization of surface signals for precipitation estimates and radar/satellite operation for limited resource). We will also explore the possibility of collaboration with domestic small SAR satellite development companies.
