This updated basic evacuation plan is the first revision in eight years since the Mt. Fuji wide-area evacuation plan was developed in 2015 following the revision of the Mt. Fuji volcano hazard map in March 2021. The 2021 hazard map revision expanded the expected crater-forming area to near the urban regions of Fujiyoshida and Fujinomiya cities, and there were cases where lava flows could reach the urban regions in a shorter period than previously expected. As a result, the number of evacuees in the category of pre-eruption evacuation planned in the previous plan increased tenfold, making pre-eruption evacuation unfeasible and necessitating a drastic revision of the evacuation plan.
The basic evacuation plan re-categorizes the evacuation target areas into six areas and summarizes the timing of evacuation for each area and attributes (tourists including climbers, people requiring assistance, and general residents) depending on the stage of the Volcanic Alert Level by JMA. The basic evacuation plans considered evacuation according to the characteristics of the eruption phenomena. In addition, the plan was designed to maintain the economic activities of local communities as much as possible even in the event of a highly uncertain volcanic disaster. The basic concept of the evacuation plan is to place the highest priority on life and to give maximum consideration to the protection of livelihoods. This presentation will provide an overview of the Basic Evacuation Plan in the Case of Mt. Fuji Eruption and its development process.
