The Science Council of Japan (SCJ) is implementing reforms to fulfill its responsibilities to society based on the "Toward a Better Role for the Science Council of Japan," decided and published by the General Assembly in April 2021. The National Academies of each country and region, including Japan, have requirements that must be met to ensure the fulfillment of their roles. The SCJ has proposed five essential requirements for the Academy and they are as follows: (1) its status as an institution representing the academic community of the country, (2) granting an official qualification for such status, (3) a stable financial foundation provided by government expenditure, (4) independence in its activities from the government, and (5) autonomy and independence in the selection of its membership. Therefore, in its 25th term, the SCJ is considering the following five points as being important for its reformation: (1) Increasing international activities, (2) expressing the intentions of the SCJ and promoting its scientific advisory function, (3) enhancement of information dissemination through dialogue, 4) improving the transparency of the member selection process, and 5) strengthening secretariat functions. In the union session, issues that will be prioritized in the 26th term will also be discussed.
