[AHW25-P12] Groundwater governance in Malaysia

Groundwater governance is one of the frameworks for the sustainable use of groundwater by multiple stakeholders. We aim to investigate temporal variation of institutional responses and democratic process of groundwater governance that links with change of policy issues of groundwater for sustainable use of groundwater. We focus on one of the representative southeast Asian countries, Malaysia, where groundwater resources have become important water resources and there are few studies on groundwater governance. We conducted literature analysis the investigation of legal framework for groundwater governance in Malaysia.
The result shows 19 laws has been established for groundwater governance in Malaysia. Some laws promote stakeholder participation in groundwater conservation that is one of the advanced policy issues as well as primitive policy issues (e.g., quantity issues, quality management). This suggests that Malaysia has addressed to establish groundwater governance that ensure sustainable development.
