[HDS09-10] Relationship between seismic retrofitting process and disaster prevention literacy in condominiums with old seismic resistance standards.

This report deals with a large condominium complex consisting of nine buildings and approximately 700 units located in Minatojima, Chuo-ku, Kobe.
Although the buildings were sold and occupied after 1982, when the new seismic standard came into effect, they were constructed according to the old seismic standard. However, through seismic diagnosis and other measures, it was determined that the buildings needed to be strengthened to prepare for future earthquake disasters.
However, it is extremely difficult to reach a consensus on the implementation of seismic retrofitting in condominiums with many compartmentalized owners. After various studies and discussions, construction on an unprecedented scale in Japan began in 2023.
This report summarizes the process, examines the impact of the process and related efforts to formulate a district disaster prevention plan on improving residents' disaster prevention literacy, and identifies points to consider when implementing such efforts in similar condominiums in the future.
