Abstract

This research is a topic related to space development, which is expected to develop into a major industry in the future, and specifically considers the realization of the construction of a space hotel. The research method was to conduct a literature survey to read the structure of the current hotel development, the purpose of construction, and to simulate the future space hotel industry. Through this research, it was found that there is a certain level of demand for space travel. Furthermore, it was found that space travel has more risks than other businesses, such as accidents caused by space debris. However, we found that measures to deal with accidents caused by space debris have not been established and have not been made public. In other words, only the technology has been left to stand alone. If we continue to struggle with the development of legislation, it is very likely that we will be forced to deal with an accident after it has occurred. Therefore, in order to create guidelines for the safe operation of space hotels, I analyzed the Outer Space Treaty, the Rescue and Restitution Agreement, the Space Liability Convention, the Moon Agreement, the Basic Space Law, the Crew Code of Conduct, the US Revised Commercial Space Launch Act, the AUV Safe Operation Guidelines, third party liability systems for satellites and launch vehicles, and existing insurance systems, We found the necessary items for the guidelines and analyzed the details. Then, since it became clear that the concept of informed consent was important in clarifying the responsible party, informed consent was analyzed based on a case study of an accident. Finally, a guideline framework was created from the necessary items, utilizing Chat GPT and to clarify and assign the concepts and responsible parties were done by myself.I stated a reallocation of liability, how much of liability insurance will be.
