In connection with the launch of the funding system by Acquisition, Technology & Logistics (ATLA), Ministry of Defense, the Science Council of Japan set up a committee, Committee on National Security and Science (CNSS), on June 2016. Issues to be discussed by CNSS are (1) how to understand the changes of circumstances since 1950 and 1967 statements, (2) so-called dual-use technology, (3) influences of research concerning national security to openness and transparency of science, (4) influence of the introduction of the funding system concerning national security to scientific research as a whole and (5) who should judge on properness of research in this field - each scientist or scientific institutions such as universities. By the beginning of February 2017, CNSS has drafted an intermediate conclusion based on the discussion of its monthly meetings. The final opinion of CNSS is to be prepared for deliberation by the general meeting of the Science Council of Japan on April 2017. In my lecture I am going to report on the process and the result of discussion, especially on the main controversial issues.
