Long-term care costs and burden of caregivers are prevalent concerns in an aging society. Knowledge-based system is one possible solution to expedite human resource development. The aim of this research is to evaluate knowledge resource which describes elderly care action by using Resource Description Format towards incident solving system by question answering. In this research, we constructed dataset for the evaluation, which contains textual data of incidents in care facility, natural language question to solve the situation, and corresponding query to retrieve the information from the knowledge base. The dataset is used to extract knowledge from the knowledge base to provide useful information to solve the incident situation. At the result, we got 150 Oops incident information. We also found that our knowledge base has competency to solve 33 incidents of them. This paper also describes discussion which type of incident is solvable by the knowledge base.
