[2E4-OS-4a-03] Organizing the Concept of Agents Based on Multiple Levels of Observation

The aim of this report is to examine the concept of agents by drawing upon the theoretical framework of second-order cybernetics, following a thorough review of extant research on agents. While various entities may be considered agents, they do not all possess identical characteristics. This report posits that agents should be understood not only in terms of their interaction with human beings, but also at a more fundamental level, that is, the level of observation of how the system internals are created. While people and AI agents can be viewed symmetrically, they are asymmetric when viewed at the fundamental level. The development and implementation of AI agents in society is a problem for human society, and effective discipline must be applied.
