In recent years, problems related to social norms, such as friction between different cultures, have become apparent. Considering the formation, maintenance, and change of social norms is useful for understanding the state of diverse communities and their transformation, and contributes to solving these problems. In this study, we propose a simulator designed to view the emergence of social norms as the aggregation of decisions made by independent agents. In order to measure the effectiveness of the proposed method, a dilemma task is performed as an experiment. As a result, we observed cases in which the agents' decisions were aggregated into a single decision and cases in which they were distributed. In the future, by setting up situations that are more consistent with real society, it will be possible to understand the emergence of social norms.
