An actively mode-locked Er-doped fiber laser was presented for applying to biometric measurement. The fiber ring cavity is consisted of polarization-maintaining fibers introducing LN(LiNO3) phase modulator which can modulate optical wave with GHz radio frequency signal. Pulse train driven at repetition frequency of from 202.8 MHz to 2028.4 MHz could be generated by actively harmonic mode-locking. The pulse width was estimated to be within 15 - 25 psec.
