We have developed novel digital phase meter using FPGA technology. It can measure dynamic phase variation. In addition, there is no need for so-called phase unwrapping, because it uses novel digital phase measuring algorithm. Noise limit of the phase meter is under 10-19, as Allan variance at 1 sec for 633-nm optical signal. We also conducted vaditation with national phase noise standard and confirmed that results from the phase meter is agree within 0.2 dBc/Hz with the standard.
