In order to obtain physical condition of plasma by spectroscopic diagnostics, we need electron density and temperature dependence of spectral line intensities and intensity ratio with high accuracy. Atomic data of various atomic processes which determine spectral line intensities should be reliable. Since spectral line intensities of highly charged ions of high Z atoms require huge number of atomic data, conventional methods of data evaluation are not applicable and a new statistical method should be developed. We will discuss requirements and possibilities of a new statistical method for data evaluation.
