A surface-normal plasmonic metasurface modulator using electro-optic (EO) polymer is proposed and numerically demonstrated. When two modes resonant together at the anti-crossing point, a sharp resonance with Q factor of 85 emerges. By using this high Q resonance, a 15 dB intensity modulation can be achieved with the refractive idnex change of only 8.5×10-3, which corresponds to the driving voltage of only ±4.7 V. Moreover, owing to the ultra-small capacitance of EO polymer and high conductivity of Au, the RC bandwidth can be easily over 100 GHz.
