In this paper, we report our results on mode locking and soliton generation in high loss fiber-laser cavities. High loss cavities are of interest due to emerging field of fiber optics integrated with silicon photonic chips, which are high loss elements, as well as the high output power lasers. We show experimentally using NPR, and numerically using the split-step Fourier method, that soliton generation is possible even under intra-cavity losses of 20dB.
