Keywords:cosmic ray, cosmic ray imaging, muon flux

We observed cosmic ray in water with nuclear emulsion detector. Nuclear emulsion does not require power supply, waterproof and dust-proof, suitable for underwater observation. And water can freely change its thickness by known amount of material. By combining nuclear plate and water, we can simultaneously measure muon flux and angular distribution. In this presentation, we analyze the muons of low energy regions with a zenith angle of 0 degrees, and report the results.
