It is well known the various water structure has exist in nature involved with temperature and pressure, however, the dynamic structures under electrochemical reaction or in strong electromagnetic field are still not familiar until recent days. In this study, to reveal the specific interaction between water and electrode surface advanced by plasmon resonance. Especially for understanding under hydrogen reduction reaction, static pressure applied in-situ surface-enhanced Raman scattering (SERS) measurement system is invented. Raman spectroscopic measurements of Sodium perchlorate solution at up to 50 MPa gave very stable SERS spectra of water-bending and stretching under HER reaction. These findings give the new insight of dynamical water structure and critical technique for control of water involved chemical reactions.
