By addressing a fundamental issue of what is dressed photon phenomena, we started a new research effort pursuing the goal of our project. A new notion of Clebsch dual field on electromagnetic waves is one of the important outcomes of our such effort and we have explained it through variety of academic lectures as well as research papers and books. In this presentation, we discuss an intriguing possibility that, in the dressed photon dynamics, there seems to exist so far unnoticed but quite important physical constant (we call it dressed photon constant) having the dimension of length. It is well-known that Planck constant and light velocity are important components of the natural unit system but we are not sure of what is the third component. We think that newly identified dressed photon constant is a plausible candidate for the third component.
