In this report, in order to realize a refractive index and dispersion that cannot be obtained with natural materials, and to provide a bulk material that is isotropic and easy to process, the design and manufacturing method of isotropic three-dimensional bulk metamaterials with resonators dispersed in a solid medium in random directions were introduced. The refractive index of the three-dimensional bulk metamaterial containing the split-ring resonator in the cyclo-olefin polymer was compared between the electromagnetic field simulation and the actually prepared sample.
