In Japan, where natural disasters frequently occur, the government has decided on a basic plan for strengthening the country, and is developing disaster prevention and mitigation facilities that function not only during normal times but also during disasters. On the other hand, the development of urban infrastructure that anyone can spend safely is an urgent issue because of the aging society and the deterioration of infrastructure. Based on such background, while clarifying the measures necessary for safety and comfort of underground space, new infrastructure development utilizing the underground space to improve safety, convenience and comfort of the people's life is proposed.
