[IV-67] The role of infrastructure planning and management on the three phase of disaster prevention

This presentation is going to show the role of infrastructure and management on the three phase of disaster prevention, those phase are "prevent the damage" , "reduce the expantion of the damage" and "recover from the damage". The author review the role of infrastructure planning and management on these phases from his experience in the snow fall disaster in 2014. The "forecasting" is a important in the planning and management process, so that it is hard to apply existing methods which includes forecasting. So, it is necessary to develop the non-forecasting based planning method.
