[IV-76] Traffic situation under the temporary service of Shingu IC-Otoyo IC, Kochi Expressway (verification of commercial vehicle probe data)

Shingu IC-Otoyo IC Kochi Expressway was closed because of the large-scale disaster, the washout of the inbound bridge superstructure, due to the landfall at the adjacent mountainous area caused by the heavy rainfall in West Japan in July 2018.
Afterwards, it was urgently reviewed to use the intact outbound under two-way traffic regulation. The earlier opening was expected, and we finally opened the expressway to traffic on13 July 2018 after the short closure. We have evaluated how the goods distribution and the traffic during the two-way service period were affected.
