Collaboration between clients, construction, design and other technical service providers help achieve efficiencies and financial benefits in project implementation processes. Especially, improving the functional capability of government as a client will results in further efficiencies and better value for the taxpayer. This paper presents results from the survey carried out in 2019 targeted at local government organizations. The report provides valuable information about concrete awareness of the problem and capacity strengthening efforts in the public sector.
