[VI-66] Introduction of Environmental, Safety and Security Assessment System Implemented by LTA to Evaluate the Contractor's Performance in Singapore's MRT Construction Projects

This paper introduces Environmental, Safety and Security Assessment (ESSA) system which implemented by LTA to evaluate the Contractor’s performance in Singapore’s MRT Projects. ESSA is the monthly bonus-penalty scoring system evaluates the Contractor in 4(four) sections through LTA’s Planned General Inspections etc. to reflect on monthly progress payment calculated by Safety Performance Scheme. The Contractor’s ESSA scores are considered for nomination of Annual Safety Award Convention. Moreover, ESSA scores will be used for tender evaluation of future LTA projects. ESSA system is encouraging the Contractor to keep enhancing their environmental and safety in on-going projects.
