This paper is based on a case study on the review of the Madoka-go, a community bus in Onojo City, and discusses "What are the performance and services that determine the efficiency and fairness of local traffic?" and "What is the method of service optimization?". The purpose of this study in to examine the ideal way of services that satisfy efficiency and fairness, targeting local transportation services. Then, it is necessary to define the performance, service and effect from the viewpoint of transportation engineering, transportation planning, welfare economics and public economics, and then to try to quantify it.
