In practice of Infrastructure Planning and Management, quantitative evaluation is a necessary but not a sufficient condition. Also, in many cases, evaluation based on the concept, intuition and experience of preconditions is more important than elaborate model theory.
In this paper, based on my practical experience as a construction consultant, I would like to comment on the significance and significance of "Infrastructure Planning and Management" required in the future.
