The main purpose of this study is to describe a method by using existing data to obtain a clear consensus on resident’s opinions for centralizing and dismantling of bridges. It is presumed that the legal periodic inspections and the budget of maintenance management will continue to increase if the bridges remain. It is difficult to maintain management of the roading stock given the size of the current budget. Thus, it is necessary to unify non-essential infrastructure and reduce the overall maintenance budget and for building consensus among residents whom will maintain these entities.
