[IV-89] Verification of the effect of measures against the vague driving accidents using ETC 2.0 probe information

There is a problem that the vague driving accident depends largely on the driver's situation, and it is difficult to identify the location of the accident. Similarly, it is easy to compare the increase / decrease in the number of accidents with regard to the vague driving accident countermeasure, but it is difficult to show how it contributed to the improvement of the accidental driving behavior. The former was verified in a separate paper, and in this paper, the effect of the latter, a countermeasure the vague driving accidents, was approached using ETC 2.0 probe data analysis.
